Chin State’s E-Learning Crossroads

In the wake of COVID-19 and the 2021 coup, Chin State’s education system faced massive disruption—school closures, mass displacement, and limited infrastructure. This study explores how digital-based learning emerged as a critical alternative, especially for students in refugee and IDP camps.

Based on new field research with teachers, students, and education providers, the study shows that while digital tools are in use, most students have limited experience with them. Major barriers include poor electricity access, unreliable internet, lack of devices, and limited digital skills. Students also face online risks, including scams and cyberbullying.

The report recommends urgent investments: Starlink or satellite internet, off-grid energy sources, device access, and comprehensive training in digital literacy, online safety, and cyberbullying prevention. Chin State stands at a crossroads—digital education could be a lifeline, but only with sustained, targeted support.
